Planning Actions Taken by Local Jurisdictions to Address Housing Supply and Housing Affordability in the Washington DC Region

Across the region, local jurisdictions are responding to the critical need for more affordable housing, the need for increased housing supply, and strategies to address housing affordability overall through long-range planning and strategic short-to-mid-term actions. Arlington is not alone in looking to take proactive steps to address housing shortages and housing affordability challenges through creative land use and zoning changes.  The following provides a quick look at some recent policy and zoning measures that have been enacted in the Metropolitan DC Area to address our common problems.

It is disappointing, distressing, and revealing that of all the affordable housing plans and strategies shared on this page, NONE of them mention efforts to: • develop HOUSING LAND TRUSTS (for example the Douglass Community Land Trust related to the 11st Street Bridge Park in DC, which has already supplied homes for some 178 first-time homebuyers. See link ) nor • explore ways to change the rules on APPRAISALS and ASSESSMENTS so that they contribute less to the unnecessary unaffordability of land values. See: link link Staff in these jurisdictions ought to also research "land value recapture." It is also disappointing that of all the jurisdictions shown, only Montgomery County mentions (in passing) support for COOPERATIVE HOUSING or CO-OP’s which have been so successful historically at preserving affordability for participating members in places like DC and New York. Finally, there is no evidence offered here of any actual regional coordination on housing policy. The DC Metro region can and must do better.
