Concept Design - Wilson Blvd and N. Livingston Street Intersection Improvements Project

Help us finalize a concept design to bring safety and operational improvements to this key neighborhood corridor.

The Wilson Blvd at N. Livingston Street Intersection Improvements project will bring safety improvements to this intersection and the adjacent pedestrian signal, which serves residents and patrons of Powhatan Springs Park, Dominion Hills Pool, and Upton Hills Regional Park.

Essentially having three lanes (bus lane, normal lane, left turn lane; four if you count the bike lane) at the intersection of Livingston and Wilson is crazy and feels entirely unsafe. Crossing Wilson / those lanes would be a hazard to residents utilizing all medians of transportation (walking, biking, driving, etc.) as the various lanes would allow for reckless driving and limited visibility as other cars would block pedestrians and cars. The current design is completely safe and warrants no changes. The only contemplated changes should be restricting commercial vehicle parking along Wilson. This plan provides immense concern for the safety of our residents. This feels like a gross misuse of taxpayer funds for an unnecessary, problem causing project. I strongly advise that no changes be made to the Livingston-Wilson intersection.

To clarify, this means move the bulb out back, have a bike lane where the parking starts, then have an island, it would mean for the current painted lane, it would create curves for biking that don't exist (similar to Livingston) but the significantly shortened crossing distance and future proofing for protected bike lanes is well worth it.

Can this be a protected bike intersection, the bulb out can then be where the bike lane is. This has overall the exact same effect you're looking for to slow down turning vehicles but by future proofing Wilson to have straight protected bike lanes rather than the curvy in and outs like in Crystal Drive. And if done on the west side of intersection, this will shorten crossing distances even more and be safer for peds.

If done on both sides, this would shorten crossing distances by 10-12 feet and also enable Wilson having protected bike lanes in the future. As a pedestrian, I find protected islands so I only have to cross 1 lane at a time significantly safer than the ~20 feet sections (after bulb out).

Appreciate the sharp curves on these intersections, some of the intersections are very rounded which leads to cars turning at 15-20mph without even stopping or having enough time to see pedestrians or other cars

Could we consider a roundabout instead? Traffic signals do nothing to slow down distracted or impaired drivers and encourage speeding to "make the light". Roundabouts require drivers to slow down and pay attention, while the also allowing consistent throughput and less idling. They are also cheaper to maintain.

Agree with comments that the parking on Wilson is a huge problem and is used as long term parking for non-residential use. Why is there even street parking in this section of Wilson? The skate park has a large lot and both commercial buildings have large parking lots. The street parking is completely unnecessary and visibility issues create serious safety concerns.

This intersection 100% needs a light for car and pedestrian safety. However, agree with other comments that the bump out curbs which narrow the N Livingston is a bad idea. Unnecessary and makes an already narrow road when turning off of Wilson even more narrow and difficult for cars to pass. This will be particularly true on the south side where there is street parking.

Narrowing of the entrance to Liberty Street is not needed, not wanted and will cause further congestion at this end of the block. It is already difficult to get on/off Wilson at Liberty St. here and by narrowing the intersection, it will make it almost impossible for two cars to pass each other - especially because of where the Liberty St. residents currently park. Go ahead and do other things, but please do not tighten the entrance further.

This is a good proposal, shortening will help make this area safer if not in a car. Congestion concerns shouldn't be what stops safety improvements, that is the downstream effects of the inefficiency of using a car.

Why not keep this mid-block crossing whilst also adding that second mid-block crossing? Give people more options to cross and drivers will be on the lookout knowing that there are 2 crossing points within close proximity that pedestrians use. I would guess that both these mid-blocks would be widely used.

HAWK's are worse than traffic lights, drivers routinely fail to yield to them.

one of the safety issues with this intersection appears to be related to existing parking restrictions on the Eastbound (South) side of Wilson Blvd. - slightly to the West of the intersection. It's an 8 hour parking zone and has morphed into the 'public garage' for multiple tour buses, etc., several of which with Maryland tags. On most days, buses / other large vehicles sit there all day. Despite complaints, the County does not enforce the restriction with any regularity.

These large vehicles can significantly limit visibility at this intersection - esp. when trying to make a right hand turn from BMCA / Livingston onto Eastbound Wilson or a left hand turn from same place onto Westbound Wilson. A signal MAY help this somewhat, but it also may not.

The County should either or both (i) actually enforce the parking restriction / (ii) change the parking restriction to deter squatting tour buses / large vehicles.

I'm concerned about bus passengers having to cross a bike lane to get to the sidewalk, especially with the increase of silent and speedy e-bikes . I worry this will also make it more difficult for disabled passengers.

The extended week-long (or more) parking by large buses and service vehicles stored along Wilson near the playing field and skate park has been somewhat lessened by the county’s eight-hour parking restrictions, but the buses, etc. are creeping back. This area needs further parking enforcement.

As a pedestrian, I have not had positive experiences with HAWK beacons. I find that they confuse drivers and lead to very low compliance compared with traditional signals.

Crossing the street at crosswalks where the county has installed RRFBs, I notice many more drivers stopping compared to intersections without. With the addition of that and the island in the middle, this will feel much better.

This bike lane should be protected. The danger of cars crossing the bike lane to park and getting doored is too high. We need good modal separation on both the streets and intersections, and this design provides good separation only at the intersection

My concern is for people at the skatepark who wish to cross Wilson Blvd. to go to the Dominions Hills Center. The quickest way is to use this mid-block crossing. Many are teenagers looking for the most direct way to the shops and they are unlikely to use the crossings at Livingston or Liberty Streets but will instead dart across Wilson, endangering themselves and drivers.

Drivers traveling east on Wilson Blvd. will be required to make a U-turn at N. Liberty St. to access the shopping center unless they are aware that their only other opportunity to turn is at N. Livingston, before they pass the shopping center. This entrance on Livingston is not very visible from Wilson Blvd. My concern is that more U-turns at Liberty St. will endanger both pedestrians and drivers in both directions in addition to drivers turning both left and right from Liberty St.
